Vision for the Redevelopment of Naawi-Oodena
(the Former Kapyong Barracks)

Panel Discussion: Tom Janzen, David Thomas & Chris Elkey (Winnipeg)

Anticipation for the redevelopment of the former Kapyong Barracks (re-named Naawi-Oodena) in Treaty One Territory and Winnipeg has been building for almost two decades. The Government of Canada’s sale of the property to the Canada Lands Company (CLC) in 2007, led to a legal challenge put forward by the Treaty One First Nations on the basis that Canada failed to consult and accommodate the First Nations before selling the land. After years of legal manoeuvring, the Federal Court of Appeals ruled in favour of the Treaty One Nations, which led to the signing of a Comprehensive Settlement Agreement in 2019, giving the Treaty One Nations the ability to acquire a large portion of the former Barracks. Today, the Treaty One Nations are collaborating with CLC on a joint Master Plan for the long-range redevelopment of the 160-acre site.

Recognizing the site’s high-profile status and potential for creating space for reconciliation, community engagement was central to the Master Plan’s development. The extensive engagement process included dialogue with each of the seven First Nations within Treaty One Territory, residents and businesses within the established neighbourhoods surrounding the site, and a multitude of stakeholder and government interests. Co-presenters David Thomas, Planning and Design Manager with Treaty 1 Development Corporation, Chris Elkey, Vice President, Real Estate with CLC, and Tom Janzen, Partner with Scatliff + Miller + Murray will discuss the collaborative planning and design efforts between the Treaty One Nations and CLC.

Tom Janzen, Principal Planner, Scatliff+Miller+Murray

Tom Janzen is a professional planner with a background in urban development, land use policy and strategic planning. His varied portfolio spans the public-private spectrum, with projects at every scale from the region to the individual development site. Over the past 15 years, Tom has played a pivotal role on a range of planning and development assignments, serving as an advisor and project manager to a number of municipalities, public agencies, financial institutions, and private development interests.

Tom has played a leading role in a number of Winnipeg's major urban redevelopment projects, including Railside at The Forks, the North Campus Secondary Plan (former Southwood Golf Course), the SHED District, and most recently the Master Plan for the Former Kapyong Barracks,

Prior to joining SMM in early 2015, Tom served as a Development Manager with CentreVenture Development Corporation. In that capacity, he helped initiate and execute development programs, capital projects, and new strategic initiatives within Downtown Winnipeg.

David Thomas, Planning & Design Manager, Treaty One Development Corporation

David is a member of the Peguis First Nation, a graduate of the Master of Architecture program at the University of Manitoba. David’s professional career began with HTFC Planning & Design and Prairie Architects in Winnipeg. David has worked with Vancouver Indigenous Architect Patrick Stewart, the Canadian Museum of Human Rights, Canada's Diversity Gardens at Assiniboine Park, Humber College in Toronto, and the Aboriginal Peoples Television Network. He has presented his work in Aotearoa, the UK and was part of Canada’s entry for the 2018 Venice Architecture Biennale.


Chris Elkey, Vice President of Real Estate, Canada Lands Company

Chris Elkey is Vice President, Real Estate (West) and leads on all aspects of CLC’s real estate activities in British Columbia, Alberta, Saskatchewan and Manitoba. In his career, Chris has worked on a variety of residential and non-residential development projects with roles in the development industry and as a municipal planner.  Chris brings passion and interest in the areas of sustainable community development and community engagement in his role with CLC. Chris also spent 6 years as a Sessional Instructor developing and delivering courses urban planning at the University of Calgary and the University of Alberta. Chris holds a Bachelor’s degree in Geography from UBC and a Master’s Degree in Environmental Design from the University of Calgary.
